In a pre-emptive move to escape the long arm of the state, the San Pablo City Council on Tuesday will consider transferring redevelopment agency assets to a new nonprofit Economic Development Corporation.

The move comes as the Legislature prepares to consider Gov. Jerry Brown’s proposal to abolish city and county redevelopment agencies statewide.

Under Brown’s proposal, communities could no longer snare tax increments generated in redevelopment areas, a practice that critics say deprives school, fire and other districts of needed funding. It would create successor agencies as well as oversight boards with only one of seven members from a redevelopment agency’s home city.
